打响“上海购物”品牌渐入佳境,来自市统计局相关数据显示:上海社会消费品零售总额规模体量继续保持全国中心城市首位,本市上半年实现社会消费品零售总额6661亿元,同比增长8.4%,累计增速自2003年以来再次赶上全国增长水平。
进博会是打响“上海购物”品牌的重要契机和抓手。第二届进博会企业商业展比首届面积多了3万平方米,还将带来更多新品首发,这对于上海消费市场和“上海购物”品牌意味着什么?
新品首发脚步停不下来
“上海购物”没有最好,只有更好,打造高品质生活是目标,需要加快集聚更多最新最潮的消费品牌。上海是国际国内知名品牌全国首发的首选地,也是全国“首店”“旗舰店”最集中的城市,但对标纽约、巴黎等公认的国际消费城市,国际知名高端品牌在上海举办首发活动还不够多。全力打响“上海购物”品牌的“三年行动计划”明确,“要充分发挥进博会的溢出效应,引进更多全球优质商品和服务,引进有实力的零售商和采购商,提升商品的丰富度和吸引力”。
首届进博会不负众望,新品首发一波接着一波。大到斯洛伐克“会飞的汽车”、意大利AW189型直升机、德国“金牛座”铣床,小到意大利全自动咖啡机、日本55英寸透明电视、德国“米技”多款感应炉……《2018年首届进博会企业商业展展后报告》的统计数据显示,首届进口博览会的1793家参展商,共带来5446件尚未进入中国市场的产品及服务,其中有101件具有代表性的先进产品、技术或服务为全球首次公开展示,476件为首次在中国大陆展示。
即将到来的第二届进博会,新品首发的脚步更是停不下来。进博局副局长孙成海说:“为吸引全球首发产品参展,鼓励集中展示,第二届进博会拟在北厅设立新产品、新技术的统一发布区,全面呈现国际最尖端、最前沿、最具代表性的产品及服务趋势,届时,新产品、新技术、新服务发布数量预计将超过首届。”
不少业内大佬早已按捺不住激动的心情。“今年5月份,白俄罗斯驻华大使到访绿地集团,双方除了达成商品进口合作,白俄罗斯方面还表示,将在国家会展中心旁的进博会常年展示交易平台——绿地全球商品贸易港内设立‘白俄罗斯国家馆’,并在第二届进博会期间举办特色商品首发。”绿地商贸集团总经理薛迎杰透露道。位于绿地贸易港一楼的捷克进口馆是首届进博会参展商,中捷斯共促中心副会长谢焱说,去年是试水,所以只带了一些产品来,没想到效果非常好,也拿到了很多订单。“因此今年我们不仅会继续参加第二届进博会,还会为第二届进博会带来更多的新品。”
究竟还有哪些新品首发将会来到这个专区?现在还未全部揭开盖头。记者在采访中,已经有不少参展商开始“剧透”。运动休闲品牌斯凯奇今年首次参展,它将与某IP推出联名款鞋子,前来全球首发。同样是今年首次参展的美国礼来透露,他们将带来三款重磅级新药,其中包括今年刚刚上市、一周一次可帮助患者科学化管理糖尿病的胰岛素。作为进博会的“回头客”,老牌制造企业兄弟(中国)商业有限公司董事长兼总经理尹炳新说:“进博会期间,我们会有新的标签机在中国首发。”
“前店后仓”从买到取30分钟
全力打响“上海购物”品牌,业态不断创新是绵绵不绝的动力源。上海一直站在国内引领消费业态潮流的制高点,为充分承接进博会溢出效应,上海首创了常年展示交易平台,展商参展6天,享受365天服务,促展品变商品。去年首批31个常年展示交易平台横空出世,并为首届进博会实现“一流成效”起到重要作用。据统计,挂牌运营以来,它们共引进558家首届进博会参展商、13609种商品,截至7月15日,实现进口752亿元。仅绿地全球商品贸易港就引进了45个国家和地区的120家客商、超过22000个商品,其中,进博会展商20家,涉及300多种商品。
第二届进博会到来之际,常年展示交易平台迎来“升级版”——总面积达到60万平方米的虹桥进口商品展示交易中心,它是由政府引导、海关监管、国企负责的进博会常年展示交易主平台。虹桥进口商品展示交易中心共分两期,一期项目已于今年4月初部分启用,目前主要采用一般贸易模式运营;二期由即将建成投运的海关监管B型保税仓库和即将启动、并将于2022—2023年竣工营业的大型商业综合体组成。在一期项目的东方时尚生活馆里,工作人员介绍说:“这里有40多种品牌商品曾参展首届进博会,待到第二届进博会开完后,这里引进的独家新品、优品会更多。”
而就在不远处的申昆路与宁虹路交叉口,B型保税仓库已经封顶,6月底已通过上海海关向国家海关总署申报B型保税物流中心。东方国际集团进博会推进办公室主任张磊透露,由东方国际、上海地产、南虹桥公司组建的上海虹桥国际进口商品物流有限公司负责建设的B型保税仓库,是目前国内开放程度最高的保税库,可同时满足保税延展和跨境电商平台开展“前店后仓”业务时的功能需求,将于今年8月底建成,争取在第二届进博会开幕之前局部投入使用,无缝对接进博会展品的保税延展需求。
B型保税仓库又能给消费者带来哪些实惠呢?据了解,传统跨境电商模式有回款账期长,贷款门槛高;资源有限,接触不到优质国外品牌;供应链环节复杂,达不到规模效应,成本居高不下;商品无法溯源,引发消费者顾虑等诸多“痛点”。而“前店后仓”的跨境电商模式则有诸多优势:跨境商品采用空运、海运的方式,从海外仓运抵位于虹桥商务区的B型保税仓库后,消费者可通过手机APP下单购买,门店验证三单(订单、身份证、物流信息)完毕后,可向保税仓进行现场提货。这种新型模式,把保税仓和直面消费者的实体店合建在一处,消费者可直接在店内选购商品,登录APP经过短时间的线上清关后,即可在仓内直接提走商品,整个过程可能只有30分钟。
而对于贸易商来说,通过B型保税仓库,进口商品可先行销售,然后在海关全程监管下,再统一在规定的时间里向海关部门集中缴纳应征的进口税费。“这样一来,可以帮助贸易商减轻前期资金压力,加快商品周转,最终得益的还是广大消费者。”
虹桥商务区管委会相关人士表示,正在建设中的B型保税仓库具有比邻国家会展中心和虹桥交通枢纽的区位优势,可就近承接进博会参展商品和企业,还可通过建立与周边保税展示交易平台的联动机制,打造成一个能提供公共服务的公用型保税仓,从而进一步发挥进博会和保税展示常态化运作的辐射和溢出效应。“虹桥商务区由此也将成为联动长三角、服务全国、辐射亚太的进口商品集散地,打响‘上海购物’的新地标。”
政策制度新供给正在兑现
扩大进口,满足人民群众对美好生活的向往,除了常年展示交易平台的业态创新,对于市场主体和广大消费者来说,更盼望的是软环境的逐渐改善——比如进口商品国内外价差能否缩小?国外新品特别是进口医药、医疗器械的国内上市时间能否缩短?又如加快通关速度、保护知识产权,检测标准与国际接轨等贸易便利化措施,能否尽快与国际最高标准、最好水平对接?
首届进博会闭幕短短不到一年的时间里,在国家有关部门的大力支持下,上海为承接溢出效应,在提供新的政策制度供给方面动作频频:全力打造“全球新品首发地”,上海提出了进口商品检验结果采信制度,在沪首发的新品海外预先检测试点、新品“预归类”制度,优化大型活动安全许可流程,努力实现活动安全许可审批“一事不两跑”“一事不两批”等;还制定了“全球新品首发”“首店旗舰店落户”等相关标准,加大对首发新品的商标维权保护力度,把符合条件的首发新品品牌列入“上海市重点商标保护名录”。同时,加大新品发布财政扶持力度,对符合条件的“打造全球新品首发地”相关项目予以支持。
“筑巢引凤”,吸引更多进口商品进入上海市场的其它新平台也呼之欲出。今年4月,上海正式下发《关于进一步优化供给促进消费增长的实施方案》,为“推动市内免税店尽快开业,推进机场免税店尽快扩容”明确了时间表。据悉,首家市内免税店今年已经明确将落户陆家嘴,预计年内开业。
有着100多年历史的世博会,有一句著名的口号——“一切始于世博会”。中国首创了全球唯一的以进口为主题的博览会,从扩大进口,满足人民群众美好生活向往的角度看,也可以说“一切始于进博会”。市商务委相关负责人士表示:“举行进博会,将为上海释放出消费升级、贸易升级和开放升级的三重效应,一定能成为打响‘上海购物’品牌征途上的重要里程碑和航标灯。”
